On iOS you really don’t need Covenant Eyes—Screen Time’s built-in Content & Privacy Restrictions plus Downtime/App Limits cover most of the same ground for free. If you want network-level blocking you can set your router or device DNS to a free filter (OpenDNS FamilyShield or CleanBrowsing both work great).
If you’re helping Android users, Google Family Link is free and pretty solid—but Android’s privacy model is more fragmented and you often need extra apps that can hamper performance or collect data.
For an extra layer you could also try Kaspersky Safe Kids (free tier) on both platforms.
