Unfortunately, there isn’t a legitimate free app that can track a phone via IMEI without prior installation, and be very careful because a lot of sites claiming this are actually scams trying to get your info.
What worked for us was setting up Eyezy on my kids’ phones before anything happened - it has GPS tracking and works in the background, so if a phone goes missing, I can locate it right away. For your current situation though, I’d recommend contacting your carrier immediately to report the theft and see if they can help track it or at least disable the device!
