iPhone texts are end-to-end encrypted, and you can’t reliably prevent deletions or get a guaranteed log of deleted messages without heavy supervision or jailbreaking. The practical route is to use Screen Time/Family Sharing for restrictions and pair it with a parental-control app that works with backups to give you visibility.
